Dr. Shen is a Senior Technical Adviser of the United Nations Development Programme (UNDP). He is a member of three national committees of the American Society of Civil Engineers (ASCE) and the University Representative for the Transportation Research Board (TRB). He served as the Vice President of the Southeast Section of the American Society for Engineering Education (ASEE) during 1990-1991 and President of the Chinese American Scholars Association of Florida (CASAF) during 1992-1993. He is currently serving as the President of the International Chinese Transportation Professionals Association (ICTPA). He is a registered Professional Engineer in Florida, Maryland and California. He has extensive industrial experience which includes current consulting to international and Florida transportation firms. His former position was with the District of Columbia Department of Transportation. Dr. Shen is also a Senior Technical Adviser of the Beijing Polytechnic University (BPU) in China.

Professor Shen's research interests center on guideway transit and transportation facility planning and design with special emphasis on intermodal guideway public transit systems. His recent research projects have been the examination of factors influencing successful implementation of intermodal guideway public transit systems and the impact of technological and demographic trends on future transportation system efficiency. He is the Principal Investigator and Project Director of two U.S. Federal Transit Administration sponsored research projects on guideway transit. Dr. Shen has an extensive list of publications and has numerous papers in various journals. He is the author or co-author of over 130 papers, books, and articles. He has received several distinguished awards for excellence in research scholarship.

Professor Shen teaches in the areas of highway planning and design, transportation and land development, highway capacity and control systems, mass transit planning, and airport planning & design. He attended and gave lectures and seminars at numerous international conferences and workshops on freeway planning and design, traffic operations, mass transit planning, and airport planning and design. He has directed more than 40 M.S. theses and reports and five PhD dissertations.
